Mmmh. Your 1st woodtex-pack was well packaged - you might've done a better job of making this more friendly in integrating with the first .. since you use the same packages directory (which is basically the right idea IMO).
What I also just noticed: you've added two "bogus" lines at the top of your CFGs! The "texturereset" and "exec ..default_map_settings.." ones - they're not required, people should simply add "exec packages/woods/package.cfg" to their own CFG - the default_map_settings will have been run before loading the map anyway and the texturereset would either be in their CFG already or maybe mess up their previously loaded textures - if they put it at the end of the CFG, as most will do if they intend to upgrade their work with your textures!
How about making the two CFGs simply assume the 1st is already there but putting in some comments to the tune of : "cut/remark the following lines if you've not got the 1st package" and "..until this line".
That way if people get errors of "couldn't load texture ..." in the game and go looking for an explanation (yes, I assume people try to solve problems themselves before posting here .. I know, I'm an optimist ..) they'll find those comments .. or an elaborate explanation in your README - speaking of which:
It's really bad form putting in a readme.txt at the packages level - not to mention such a plain name as readme.txt .. call it readme_woodtex2.txt, to make it recognizable as pertaining to this exact package and put it either on the root directory of your ZIP or inside your packages/woods directory.
Still - very nice textures; maybe you'd treat us to some bricks next - if you're into the whole organic stuff !?!
