Because your asking so hard, I'll make an exception on commenting Red Eclipse maps (as I only have a little experience with that flow and gameplay compared to Sauerbraten or even Assault Cube).
Content
The packaging is incorrect. Rename the folder Sterile into Red Eclipse. Also, please don't add a loose screenshot into the zip-file (except the loading-screenshot). Link to it (or even attach it) in this content instead. Don't force people to download garbage while they maybe don't want to.
Theme
There is no actual theme on the map. It seems a bit city-like, but yet again, there are no real buildings. The map contains out some walls which carry ceilings, that contain textures which have an "urbanic" and space-like presence.
Try to make the layout come through the geometry, texturing, lighting and detailing.
Texturing
As I already stated at the theme, be sure to stick to 1 theme (or at max. 2). Some little contrast at colours is often a pretty good choice to make the map look less confusing and less boring (which are both pretty important when navigating through a map). You've done that a bit already by using texcolor (don't know if it's also called like that in RE?), but it still has the problem, the texture itself are still identical (except if you would have changed the shader-settings, but I doubt you did that).
The textures itself aren't fitting their geometry also. There are a lot of walls which carry cut off textures because of a doorway. This could be fixed by adding trims around the sides of the doorways, but I doubt that would fit in here.
Geometry
The geometry is nothing special at all. It's all just blocky with no actual expression. Try to challenge yourself a little bit more and work with more complex diagonal shapes and stuff.
Lighting
The lighting is pretty boring. There isn't a lot of contrast at all and the parts which are lighted, aren't having sense to be lighted. So that's why, try to add light-sources at light-entities (like a sun in a skybox at sky- or sunlight for example).
Detailing
There is no actual detail at all yet. Make sure it fits the theme.
Clipping/Noclipping
Doesn't seems to be clipped at all, but that's not very necessary with such shapes.
Flow
The layout is very flat. I know it's so open on purpose, so I won't talk about that. But be sure players have at least 3 different levels to play on at such layout. that really improves the gameplay. Just to make sure, with 3 different levels I don't mean 3 different buildings which the roof is on a different height.
Gameplay
Can't say much about this, except that you shouldn't provide the right weapon at the right spot. Let the player move on to another place which the weapon really is useful to use. Take for example, don't put a rifle on a spot which a player is well covered while having a lot of view. That makes the particular player never move on (which kills the idea of capture the flag).
Overall
For now, you still have a long way to go. I won't vote yet.
