If you are concerned about "hackers", play on a well moderated server like the PSL ones or something.

All the servers are privately owned by various members of the community, so if you want to organize something like this, you have to appeal directly to the server owners. (Who each have their own way of handling such things)

Another solution would be blacklisting there ip adresses so that it will stop them from getting in a server.

There are, of course, IP adress bans and the auth system. But some servers are better moderated than others. If you play on PSL, oo and TC (or other normal clan servers like DM, ICC, RB, etc.) servers, cheaters are quickly banned. If you play on vaQ's servers though, they do not care. If you don't want cheaters, do not play there.

Just FYI: I'd say there way more than 100 moderators watching over the servers and they are doing a good job. I hardly ever see a cheater on a normal server, maybe once every few weeks (except the vaQ servers, of course).

There are those of us with Auth that can take master on a server should an issue arise.

Auth will overpower the regular Master, so we can kick a Master or simply revoke Master from somebody who is being abusive. A person with Auth can also help moderate an Auth only server.
However, that is the full extent of Auth. If you are on a server with an Admin that is being abusive, the best you can do is choose a different server.

Auth only servers are generally good places just for regular game matches, as nobody but an Admin or a person with Auth can take control of the server and cause trouble. Then again, there is little way to remove a cheating player unless there is a vote kick system implemented, which is rare, or if an admin or authed player comes in.

I am unsure how many people have Auth in total, but there are quite a few as far as I know and they can be trusted to help if they are around.
