I was wondering if there is any way to make water in-game look exactly like air, via cubescript? it would be good as I want to make a low-gravity themed map, and the player movement in water is just what i'm looking for. Any way to make this happen?
No, not exactly. You could set watercolor, waterfog, etc. to reasonable values, but you'd still have caustics, which I don't believe can be changed in a map CFG (and I'm not going to check because it's excessively late here) and screen warping and probably other stuff.
I believe Red Eclipse has configurable gravity.
SheeEttin is correct, if you want configurable map properties, use Red Eclipse; you won't be able to accomplish what you want in Sauerbraten.
Ez:
take some water and make a collum. Then set the skytexture 0. Then take set sky in a circle around the water. Boo ya you have invisible water :0.

And use "/causticscale 0" for disabling caustics.. thanks quin for removal >:[
