The account "A_user" I made to test has the same rights that everyone has when they register and it can post anything, so it must be your error.
the other link "new node" was another way to let users post things from the frontend, wich is actually disabled.

Wordpress is a CMS, at all. The fact that as default it works as a blog is because basically all the websites are based on a blog. That said, you can set anything as the homepage, and don't use the posts but only the normal static pages. Then you'll have a very normal, static, website. So it's not that you don't have a CMS and try to build it making a patchwork of plugins with lots of glue and tape.
/comtest is my community tester site. It is packed with community/social network features, so you see profiles and forums and anyother stuff. This things comes as plugins [buddypress and bbpress] but they're from the same good ppl of the main wordpress team, so, again, not a patchwork at all.
the kind of features that I'd add with more "regular" plugins are a better cache system, the post form the frontend [wich isn't really a need, but why should we let ppl see the backend when they can't do anything but make a little post?], the polls and the post rating system.
