Go take a look at the file located at Sauerbraten\packages\base\fc3.cfg on line 111. It's a working example of what you want.

The first number on the base entity gives the base number, the second the ammo type. To name the base, the alias base_x "name" x has to match the number of one of the bases.
You can edit the .cfg file ingame to setup the commands skiingpenguins mentioned through ESC(menu) > Editing > Cfg, but it's easier IMO to do it out of the game. It's too easy to mess it up or exit without saving ingame.
