Back in the good old days, Quadropolis had about twice the activity as it has now (as in creating nodes), but about the same amount of people logging in and out during the day (can't fully check that as I wasn't admin back then, but I doubt that it would be other wise =P).
The suggestions are very good to hear and here is some reaction on your feedback;
There have been many attempts to get a 'Quadropolis Server', but they often turned into some server mod which would be able to send .cfg-files and other content as well next to the regular .ogz-file (in other words; a brainstorm session which turned into a brain-hurricane).
To actually get a server online (which IgC already stated as well) is good thinking, but I rather advertise on other public servers at first (because there are already so many unused servers and to try out how much just doing that pays off). Not sure how the other admins think about it, but that's my opinion...
The idea of only being cool if my map gets into the release, I guess that's a hard illusion to ban. Any ideas are welcome.
There are already a lot of tutorials (even prefabricated files like .cfg-files), I guess they just aren't that easy in reach...
Interviewing mappers, fraggers and clan leaders seems like a very cool idea and I think it would be really refreshing next to content creation, polls and comments.
The map testing cups seems like pretty tricky to do but perhaps it could work.
I guess as your suggestions all rely on an ingame server, perhaps we should try to actually host one.
It may be a lot of work, but our team is currently 6 admins and 5 moderators. I'm sure we could figure a way out to let certain persons do 1 of your suggestions. If not, I guess you are free to sign up to do a certain task (as you actually came up with certain ideas).

Maybe we should find out a way so admins/moderators won't 'burn up' after being very active and just leave Quadropolis for eternity (while someone else tries to replace them). This happened to Quin and Nieb (and many, many more) while they actually are the ones which should be kept as well (but rather take a step back instead and let someone else be in 'charge', while they still overview the situation and take back over control when things turn to the wrong way). An example of that is a certain moderator which is planning to leave Sauerbraten (or at least for a while), which would be a shame to lose as he showed his actual talents lately.
