Press F12 to make a screenshot, as you now are able to see the consoleline which isn't part of the map (or is it?).
The packaging seems fine, but I'm missing an ingame screenshot when the map is loading. Even it isn't finished, it's not bad to provide one.
Theme
Well, there still doesn't appear a theme yet. What about adding so?
I would also take a fitting name when you've picked a certain theme. I have no ideas for that currently (neither suggestions), so try to come up on your own :P.
Texturing
The texturing isn't bad, but pretty repetitive. I think adding details like broken stuff and so would increase the experience from being realistic while navigating through the map.
Do me one favour when taking a certain theme; don't use the techsoc textures if you're planning to change. Why? Because they really have been abused lately. The same counts for the trak5 textures; not a great idea to get something original.
Geometry
The geometry is pretty clean and efficient. Nothing to do about it so far. However, I noticed you made some small trimmed block on the first floor of the map which carries unnecessary geometry.
Detailing
You could add details to really make the theme comes through the map. As I already stated, I think making the map look really broken would benefit a lot.
Lighting
The sunlight creates a very nice atmosphere. I wouldn't change it if I were you.
Clipping
Can't say much about the clipping as it obviously isn't done yet. However, try not to create huge planes of clipping or noclipping material, while it actually only covers some diagonal trim. By adding such planes, it can create a pretty chaotic enviroment which sometimes even causes problems (as you may not know if something behind it is (no)clipped or not).
Flow
The flow is pretty good. You can jump and run freely. I would suggest to lower the room which the HB is spawning, to create some less flat layout (and a tactical advantage for the player which isn't in that room).
Areas which only make people go 1 cube higher, I'm not really a fan of that. Especially when slopes are being used (as there is no sense why that floor would be higher).
Gameplay
No pickups added, so can't say much about that either. 16 Playerstarts on such map is pretty good, I wouldn't have any problems with it. But try to create an environment where playerstarts aren't directly facing each other (like having a certain offset for about 15 or 30 degrees), because else you're creating a situation which only is about reflexes and connection advantage (the lowest ping obviously has the advantage), no certain skill at all.
I think making a hole trough the first floor which is partly covered by bars (like the map ot has) would make it the gameplay a bit more spicy also in that certain area.
Overall
It's not a bad layout. It still needs some polishing at certain places. It could become something worth to play on.
