I'm afraid this is going to sound quite harsh, but the entire map has a random feeling.

Your own description is probably the best way commenting on the map. The 'theme' doesn't make no sense. A flooded basement with toxic waste, streetlights and pipes leading into the room....

I hardly find something positive about this map, except you did some detailing. However, this map is completely weird to me. The lighting isn't that good and even the pickup placement is strange.

Not so great.

I'm starting to regret the fact that I even released this map. I should have actually gotten a nice layout to build on.

Could you give me some tips on map building? It sounds to me like the quality of the maps I make are going down every time I release one, and I want to make decent maps. :)

I guess it's back to the drawing board.

Well, in my opinion it seems like you're on the right track already, but as you pointed out yourself: There should have been a layout to build on.

It's ok starting mapping without really knowing what to come, but at least there should be a consistent idea or theme. The better way would be, as I always suggest, drawing some little scetches, to get a basic layout first.

"Let reality be your guide" is a quote from the official AC mapping guide. Always keep that in mind while mapping, as long you're aiming to create decent maps.
